Jeff, the requirements for achieving SS Credit 3 are: (in layman’s terms)
that the site be doccumented as contaminated by the ASTM E1903-97 Phase II Environmental Site Assessment, or by a local voluntary cleanup program, or the site is defined as a brownfield by state, local or government agency.
